Scott J. Ross, President, ROSS Development & Investment;
Chairman and President, ROSS Renovation & Construction

For more than 40 years, Scott has managed many aspects of the real estate profession, including architecture, city planning, urban design, finance, construction, development and ownership.

Prior to establishing ROSS Development & Investment in 1983, he was a Senior Officer of Donohoe Construction Co., Inc. and Sigal Construction/Sigal Development, and an Associate Development Director for The Rouse Company. His responsibilities have included the sourcing, acquisition, development, construction, financing and management of over 20,000 apartment and townhouse properties, and more than 1,000,000 square feet of office and hotel properties. He was an officer of Maryland National Bank in its real estate lending division and a corporate officer for both secured and unsecured lending activities, totaling over a billion dollars of debt issuances.

His education includes a Bachelor of Architecture degree from Pratt Institute, a master’s degree in city planning and urban planning from the Harvard University Graduate School of Design and a Master of Business Administration from Johns Hopkins University.

Scott has completed other real estate course work and has been an instructor in real estate-related subjects. He is also a member of the Urban Land Institute and a past president of the Washington Real Estate Group.

Beth Ross, President, ROSS Management Services

Beth has been involved in residential real estate for over 40 years, beginning in residential sales, new home sales, marketing and condominium conversions. She has extensive experience as an asset manager for various partnerships that purchased multifamily residential communities. She has also overseen property managers and construction managers on extensive rehabs and developed the re-marketing/re-merchandising plan for each of the multifamily rental residential communities being purchased. As President of ROSS Management Services, Beth has developed a professional team and provided them with the necessary tools and support to increase productivity and earnings. Beth has been recognized and honored in the property management industry numerous times. Most recently, Beth received the Alvin L. Sussman Award in 2004 from the Washington, DC Property Management Association (PMA), was listed by The Washington Business Journal as one of Greater Washington’s Top 50 Women Who Mean Business, and was featured as the cover story, “A Woman’s Touch,” in the February, 2004 Multifamily Executive magazine. The Washington Business Journal also recognized RMS as the area’s 5th Largest Woman-Owned Business.

David J. Miskovich, Chief Executive Officer, ROSS Companies

A longtime veteran of ROSS Companies who has played a vital role in its success and expansion, David was elevated to CEO in November 2016. As the company expands its geographic reach from metro Washington, D.C., into other parts of the Mid-Atlantic, David is committed to growing ROSS Companies through his well-known customer-oriented approach. Before becoming CEO, David served as ROSS Companies’ COO and CFO for 13 years. In those positions, he was responsible for its overall strategic planning as well as its future growth initiatives, value creations and operational efficiencies. Prior to joining ROSS Companies, David was Vice President of Asset Management/Operations with Charles E. Smith Residential, a division of Archstone Smith. His responsibilities included oversight of operations, accounting, revenue management, development accounting and capital improvements for a 25,000-unit apartment portfolio encompassing five major U.S. markets. David graduated with a B.S. in accounting from George Mason University’s School of Management. He is on the Advisory Council of the Apartment and Office Building Association of Metropolitan Washington (A.O.B.A.).

Billy Edwards, Chief Financial Officer, ROSS Companies

After joining ROSS as Senior Controller at the start of 2016, Billy was promoted to Chief Financial Officer in April 2017. He is responsible for overseeing ROSS’s Accounting, Finance, and Tax Compliance functions as well as supporting overall company growth. Before coming to ROSS, Billy worked in public accounting with CohnReznick LLP as a member of their Private Enterprise Practice Group. In this role he provided tax, accounting, and advisory services to owners of closely held businesses across multiple industries, real estate entities, and high net worth individuals.  He holds a Masters of Professional Accountancy from West Virginia University and a Bachelor of Science in Business Administration (cum laude) from the University of North Carolina Wilmington. He is also a Certified Public Accountant and a member of the American Institute of Certified Public Accountants.

Don Stocks, Vice President of Residential Operations, ROSS Management Services

Don has over 20 years experience in the property management industry. As the Vice President of Residential Operations, Don has the responsibility of supervising the Regional Property Managers and overseeing the portfolio management of approximately 10,000 apartments. Don joined ROSS Management Services as the Director of Financial Systems, where he managed various accounting functions. He created processes/policies, establishing efficiencies for the RMS Accounts Payable Department, managed the accounting software conversion, created paperless financial statements and financial reports, and managed completion of audits and taxes. Prior to joining RMS, Don spent 15 years with Charles E. Smith Residential, a division of Archstone-Smith located in Arlington, Virginia, a National Real Estate Investment Trust (REIT) that owns, develops, acquires and operates over 50 multifamily rental communities. At Smith, Don was Vice President of Revenue Management where he oversaw all phases of revenue generation, budgeting and forecasting. His responsibilities included developing and managing proprietary revenue management systems, on-site software applications and resident-based websites. Don is a graduate of George Mason University with a Bachelor of Science in accounting.

Dawn Miller, Vice President of Marketing, ROSS Management Services

An accomplished marketing veteran with more than 30 years of experience in the multifamily property management industry, Dawn joined ROSS Management Services as Vice President of Marketing in the fall of 2016. Before coming to ROSS, she served as Director of Marketing for Lerner Corp.’s Residential Division, where she oversaw the development of fully customized websites for 16 apartment communities, launched a companywide SEO/SEM strategy, and implemented a comprehensive social media and reputation management program. Before joining Lerner Corp., Dawn was Vice President of Marketing for Westminster Management (a division of the Kushner Companies in New York) as well as Director of Marketing for several D.C-based apartment companies, such as The Donaldson Group, Dreyfuss Management and Grady Management. She also held various marketing and human resource positions for AIMCO for eight years. She is a member of the Property Management Association (PMA), the Apartment Office Building Association (AOBA), the Maryland Multi Housing Association (MMHA) and the National Apartment Association (NAA). She served on the Virginia Tech Property Management Advisory Board from 2007 to 2008.

Terry Brewer, Vice President of Human Resources, ROSS Management Services

Terry began her career in human resources in 1981 at GEICO. At ROSS Management Services, Terry is responsible for managing all aspects of the Human Resources Department, including 325 employees and supervision of the Office and Project Manager. She is also responsible for the recruitment and hiring of employees at all levels of the company. After a 10-year sabbatical, Terry joined Mellon Bank – first as Human Resources Coordinator and then as Manager – for the Maryland region. In March 2000, Terry became Human Resources Manager at Enterprise Network Solutions, an entrepreneurial company with approximately 150 employees. She created a Human Resources Department and managed its day-to-day operations. Terry is a member of the Society for Human Resource Management (SHRM), national and local chapters, as well as the co-chair of First and Foremost and co-chair of the AOBA human resources networking group. She also attends continuing education courses sponsored by American University and SHRM.

Michael P. Daugard, Vice President of Acquisitions, ROSS Companies

An accomplished veteran of commercial real estate who has closed more than $4.5 billion of transactions in his career, Mike joined ROSS Companies as Vice President of Acquisitions in January 2017. He is responsible for evaluating investment opportunities and acquiring communities that fit ROSS’s investment parameters and produce strong risk-adjusted returns. Before joining ROSS, Mike spent the majority of his career at Washington Real Estate Investment Trust, where he most recently served as Director of Acquisitions and Portfolio Management. He has also held transaction-related roles at Rubenstein Partners, JLL, Lowe Enterprises and The Mills Corporation. Mike graduated cum laude with honors from the Business and University Honors programs and received a Bachelor of Science degree in finance from the University of Maryland at College Park.

John is certified as a Maryland 2nd Class Engineer, NIULPE 3rd Class Engineer and Universal CFC Technician. He has been working in the mechanical trades since 1980. John has the responsibility of working with all forms of mechanical systems, providing solutions for chronic problems, implementing new strategies for utility conservation, reviewing proposals for mechanical, plumbing, electrical and pool repairs. John develops training programs for maintenance technicians. As an Engineer/Chief Engineer he supervised maintenance technicians and custodial staff members, worked as part of a team that specified replacement chillers during the PEPCO rebate program, maintained and repaired fire tube boilers, water tube boilers, steam generators and atmospheric-type boilers. He also maintained reciprocal and screw-type chillers in excess of 600 tons. Before coming to ROSS Management Services, John worked for Gates, Hudson and Associates and Murco Plumbing Heating and Cooling. He has attended PG Community College for high and low pressure boilers, National Transfer Technology for certification on centrifugal pumps, NTI for variable frequency drives, McQuay International for service of centrifugal chillers, National Association of Power Engineers classes on air conditioning and refrigeration, and Apex Environmental for asbestos removal. From 1984-1987, John was a member of the U.S. Army as a Nuclear Artillery Assembler with a Special Weapons Detachment.

Jason T. Klippel, Development Director, ROSS Development & Investment

Senior Vice President, ROSS Renovation & Construction

Jason joined ROSS Companies in 2005.  His role as Vice President of Development & Construction at ROSS Development & Investment (RDI) includes management of all aspects of new development properties, including feasibility, zoning and entitlement, construction management, underwriting and investment opportunity analysis.  As Senior Vice President of ROSS Renovation & Construction (RRC), he is responsible for overseeing construction management, personnel, client relationships and business development.

Prior to joining ROSS, Jason was an Analyst and Civil Engineer at the Department of Labor, Office of Job Corps. He managed a $250 million program, where he was responsible for program vision and implementation of initiatives across 122 sites in the United States including ground-up construction, major facilities renovation and renewable energy projects. Jason was also a Senior Project Manager at the James G. Davis Construction Corporation in Rockville, MD.

Jason holds a Bachelor of Science in civil engineering from Villanova University, and a Master of Science in real estate finance from Johns Hopkins University. He is a LEED Green Associate™.

Gilles De Concilio, Vice President, ROSS Renovation & Construction

Since joining ROSS in 2006, Gilles has used his exceptional skills in client relationship management and project execution to ensure the success of the numerous projects he’s spearheaded as a Senior Project Manager. As Vice President of ROSS Renovation & Construction (RRC), Gilles works with the Senior Vice President to oversee all RRC business development, construction management, personnel and client relationships. In addition, he assists the Senior Vice President in the execution of capital improvement projects and apartment unit improvement programs.

Before starting at ROSS, Gilles founded an international trade company of French antiques and furniture between France and the United States with two showrooms (Washington, DC, and Kensington, MD). He holds a master’s degree in criminology from the University of Montpellier, France, and a third-year degree in labor law.
